Most people are not used to acting, only observing.  It's gotten worst since cellphones, social media and our instant access to video cameras on our phones.  People will video something before they'll take action.

To avoid this phenomenon, we tell seminar attendees to think about scenarios and imagine what they'll do.  It speeds their reaction in emergencies if they've already "been there", even if virtually.
